Strategic interventions for realizing the outcomes

a. Alignment with national strategic plan

Intervention 1. Map objectives of CGIAR activities onto the objectives of the Climate-Resilient Green Economy (CRGE) plan, which has a time horizon of up to 2030 and allows long-term thinking that encompasses most of the activities of the CGIAR (except nutrition). Intervention 2. Include the CRGE coordinators in feedback loops and priority-setting for CGIAR activities (for example during annual meetings with national stakeholders) Dr. Habte (CIFOR) Boni to check with Fiona - link with Dr. Habte Carlo (Bioversity) Dr. Kiros (ICRAF)

Intervention 3. Map objectives of CGIAR activities onto the objectives of GTP II, which has a time horizon from 2016 up to 2020 (with nutrition activities included) Shawkat - Champion - Boni to share documents with Shawkat Dr. Tilahun to assist (organize the meeting with GTP II planners)

Intervention 4. Reach out to the Planning Commission coordinating GTP II as well as to the ministries the CGIAR centers are best aligned with (e.g. ministries of Agriculture and Natural Resources, Livestock and Fisheries, Forestry, Health, Water) - including ATA

Intervention 5. Align CRP plans with plans of Ethiopia’s national agricultural research system (e.g. EIAR , NARC) as well as other relevant research institutes (e.g. Ethiopian Development Research Institute). Forestry and Biodiversity institutes Bart - Champion Involve CRP focal points Dr. Amare - for Water DR. Tilahun - for Natural resources

Look into the strategies that are being developed by EIAR Also look into the research activities carried by the NARC Also involving the regional research institutes

Building on all these existing contacts and relations, the CGIAR coordination team is seeking to bring in representatives from EIAR, the National AIDS Resource Centre, the Forestry Department, the National Public Health Institute and ATA to its quarterly meetings to focus on collaboration.


b. Coordination among CGIAR parties

Intervention 1: Set up the focal point for coordination (time allocation for coordination, communications, administration and data management and analysis) Boni - Champion Center reps - cross cutting NRM (WLE) - Amare Barbara IFPRI - A4NH (Namukolo) Agrifoods element - from the legumes / cereals is needed. Dr. Zewdie to help Barbar if required.

Intervention 2: Put in place site integration operational guidelines

Same task force as 1

Intervention 3: Map and match portfolios and activities of CGIAR centres and CRPs (create CGIAR Atlas) Check with PIM - Frank Place - Champion - Bart to reach out to Frank ICRISAT - Dr. Tilahun - to contribute to this. Expand on the excel sheet -Geographic location - thematic area - donor - Potential area for collaboration - check which other types of data are necessary

Intervention 4: Develop a communication plan

Ewen to lead this. Desalegn (IWMI) to support.

Intervention 5: Establish incentives for the promotion of shared CRP values Parked for now - need to revisit.


c. Collaborative research agendas

Intervention 1—On nutrition

1a. Strengthen capacity to address nutrition across the CGIAR and CRP systems 1b. Develop strategies to link the identified research areas to nutritional outcomes Namukolo to lead this Bioversity (name to be given?)

Intervention 2—On crop improvements

2a. Convene CGIAR centres, CRPs and national partners to develop collaborative research that contributes to national objectives TAsk force with RED&FS - Boni, Bart, Dr. Zewdie actively involved in this - open to everybody CG centers to engage more

2b. Integrate crop improvement research areas in approaches that address specific agroecological areas and cropping systems and identify best agronomic practices - need to involve EIAR ICRISAT, Bioversity, ICARDA, IWMI, CIMMYT to support b & d IWMI will focus on agronomy practices & sustainable intensification for irrigation

2c. Similarly, integrate livestock improvement research areas ILRI (Boni) & ICARDA (Barbara)

2d. Sustainable intensification of mixed crops x livestock system Ref to 2b above.

2e. Identify integrated research sites and build on ongoing efforts to scale up initiatives. Link with mapping above Connect with national maps

Intervention 3—On natural resource management across sectors

3a. Narrow the research to highest-priority areas (e.g. forestry, agroforestry, water, agriculture, energy) for the country Bring the Community of Practice (COP) and link with the national practice CIFOR & ICRAF - Elevate the agendas other than food security

3b. Embed research projects in the CRGE and integrate water and soil management, forestry/agroforestry and watershed productivity in climate-smart agriculture. The group recognizes that there is still a lot more work to do in this area. To come back to ICRAF & CIFOR to flesh this out. IWMI will work on Water

d. Enhanced efficiencies of operation of CGIAR centres

Intervention 1: Joint data synthesis, interpretation and sharing on existing projects, locations (mapping), partnerships, expertise, facilities and short- and long-term priorities

Intervention 2: Develop funding proposals that cover joint appointments, use and upgrading of shared equipment and facilities, and monitoring and evaluation Develop joint proposals - Africa RISING, Tropical Legumes III Sustainable Intensification and Climate Change Identify national research priorities and link to the proposals Boni - Share the proposals already developed to adapt to the priorities Explore proposals for One Health - connect with A4NH

Intervention 3: Make full use of expertise, shared equipment and facilities A shared pool of cars Make a list of facilities for each center - including research sites in the regions (Gail, Dr. Zewdie) Data - open access database Identify generic and cross cutting expertise (paid for) eg. Gender, Capacity Development Communication Share training manuals, frameworks

Intervention 4: Establish communities of practice around gender and youth, capacity development, systems analysis and modelling, climate change, natural resource management, nutrition and crop-livestock integration Namukolo (get feedback?) Genomics CoP - 2 seminars CG wide seminars Self forming groups Link to Innovation Platforms

Budget & Coordination Centers and CRPs to look into this - what modalities and mechanisms are emerging for this One option - set aside a little bit of the Country Coordination funds from the CRPs

December Meeting In 2014 December there is a CGIAR - EIAR meeting which brought the CG, the national agricultural research centers and universities together. More focused on who is doing what. Dr. Fentahun, Dawit from EIAR led this.

National coordination meeting

December 2015 - National consultation with the national system to better understand what the national system is doing. Had presentations from ATA, EIAR, NARC

December 2016 - ? date Thematic area - Focus on Priorities put from the task force - such as mechanization There is a demand by EIAR for Strategic research leadership from CGIAR Manage expectations and be strategic Align CRP interventions with national priorities - leading to joint research plan - focus on Irrigation Mechanization Sustainable Intensification

State ‘We understand what you do - this is how we fit’ RED&FS - there is already an interest on mechanization - this will echo with the above suggestion.

Land restoration

Government is interested to know on the current status of mechanization. Learning from experiences - CIMMYT can share experience.
